Yep, that's right, returning a bottle or can for deposit in New York State when that deposit wasn't paid is illegal, and you can be fined up to 100 dollars for doing so.
It doesn't seem too difficult for New York State to send a few employees into Ohio (which doesn't have a deposit) and buy some cans.
These cans can then be outfitted with wireless devices (like GPS tracking) and dropped off along the road.
They can then be followed to the various redemption centers, and when the person hands over the can and gets the deposit, the cops can swarm in and arrest the person.
I figure a $100 fine plus court costs for a nickel investment should close the budget gap in no time at all.
