I may have found the explanation for crime among the poor.
When a child is young, we tell them that if they are good, Santa will bring them dolls and toys. But if they are bad, Santa will bring them coal.
What if your family is so poor that it cannot stay warm, so coal is actually a good gift from Santa? In that case, if you're good, you will get coal, and if you're bad, you will get coal. What's the incentive?
