Obituary

ALLEGANY - Jeffrey W. Parsons passed away Tuesday, March 25, 2014, in Olean General Hospital of an apparent heart attack.

He was a veteran who served with the U.S. Navy from 1960 to 1965.

He was a member of the First Presbyterian Church of Allegany. He also was a volunteer for numerous agencies.

Surviving are a brother, Thomas Parsons of Aurora, Colo.; a niece and a nephew.

There will be no visitation or service. Burial will be at the convenience of the family.

Arrangements are under the direction of the Guenther Funeral Home Inc., Olean.

OLEAN — Joann McAndrew remembers walking in a crowded parking lot years ago with her children and husband, a Vietnam veteran, when a car backfired and caused him to drop to the ground.

At the time, Ms. McAndrew was uncertain what to do for her husband as there were very few services or support groups available where they could turn to for help.

On Friday, Ms. McAndrew, executive director of the Mental Health Association in Cattaraugus County, and several other officials were on hand to honor the opening of the new Veterans to Families support group. Also attending the event were State Sen. Catharine Young, R-Olean; State Assemblyman Joseph Giglio, R-Gowanda; Jeff Parsons, peer advocate for the group, and his assistant, John Klice.

Mr. Parsons also has conducted the Veterans to Veterans support group at the agency for the past six months. Ms. McAndrew said that when residents of the community indicated a family support group also was needed, Mr. Parsons agreed to conduct that group, too.

“This all kind of fell into our laps and we very happily agreed to it,” Ms. McAndrew said.

OLEAN — Jeffrey Parsons was recently golfing at an area course when he received a cell phone call from a fellow veteran who was threatening to take his own life.

Mr. Parsons had met the man through the newly formed Veterans to Veterans Support Group and was able to provide some help to the individual during the crisis. Mr. Parsons, 65, said the extreme situation with the man, who also sought professional help and averted tragedy, further established the need for a veterans’ support group in the area.

He said the group, which was established in July, meets at noon on Wednesdays at the Mental Health Association in Cattaraugus County offices at 121 N. Union St. Lunch is provided and all veterans from the area are invited to attend the sessions.

In addition to “bull sessions” among veterans, help is available for veterans’ administration issues, problems and concerns. Referrals can also be provided to those individuals who need more help with various issues.

Twelve years ago, I was one of the chosen few ordered to recovery and cleanup duty with the New York Army National Guard at what was once the World Trade Center. In 1970, 31 years before the twin towers fell, I stood on the deck of a U.S. Naval destroyer in Brooklyn Navy Yard and photographed the half-complete towers.

After a 20-year absence from military service, I found myself at annual training on the eve of my 55th birthday (Sept. 12) in battle dress uniform, guarding the airfield at Fort Drum, while seated in an armored personnel carrier. Less than three weeks later, I’d be at the “pile” in zone one, along with eight officers of the New York Police Department, to provide security assistance.

In order to preserve these moments and hear the voice of America once again, my mind must focus on these memories:

• The display of American flags hanging from interstate highway overpasses and building cranes, and painted on barns as we rode by charter bus to our briefings (350 miles away from our Western New York homes) at Camp Smith, near West Point on the Hudson River.

• The “thank you” from a complete stranger, which validated my entire military career, as I awaited a subway train in Grand Central Station. I was proud to be an American in uniform.

• The sight of Battery Park, filled with Army vehicles, Red Cross tents and the view of a U.S. Coast Guard cutter, as it stood like a white sentinel between the Statue of Liberty and Ellis Island, daring anyone or anything to sail into New York Harbor.

• The sight of the Empire State Building, with its red, white and blue lighted upper stories and its renewed status as New York City’s tallest building.

• Standing at the center of the Brooklyn Bridge at 2 a.m. during a terrorist alert with the odor of the still-smoldering pile in the chilled morning air. I looked toward Brooklyn, but couldn’t see the Navy Yard.

• The word that Father Mychal Judge, chaplain of the New York Fire Department, was the first recorded “line of duty” death at ground zero. A graduate of St. Bonaventure University in Allegany, his heart had given out while breathing the pulverized concrete cloud from the collapse of the South Tower of the World Trade Center.

• The service at the site following the discovery of the bodies of 12 New York City firefighters, attended by Mayor Rudy Giuliani. The band played and the soloist sang “God Bless America.”

• The hospitality of the city and the camaraderie of New York police officers.

• The discovery on Oct. 8 of the first NYPD remains – traceable only by their service revolvers and shoes. All human remains, no matter what the size or origin, were saluted by firefighters, police and National Guard personnel.

• A family of Japanese tourists who took my photo from behind barricades as I proudly walked down the center of Wall Street with a corporal from Olean and stood before the Merrill Lynch bull.

• The solemn and holy ground at St. Paul’s Church where hundreds of photos of missing loved ones were placed as the message begged: “Have you seen him/her?”

• Inside St. Paul’s, the podiatrist from Ohio working 12-hour shifts administering cortisone shots and orthopedic insoles to firefighters, police and National Guard members.

• The 2 feet of rubble that covered the gravestones of the historic dead just outside the church. It would wait until the “pile” was cleared and no more newly dead could be found.

• Finally, the Iranian freighter with its orange and green markings docked at a Staten Island shipyard directly across from our Governor’s Island living campus, as it played “The Star-Spangled Banner” over its public address system. A group of Navy SEALs struggled to reinforce the sea wall on our side, 50 feet away.

On Oct. 7, 2001, as we awaited the Waterway ferry to return us to our quarters at Governor’s Island following 16 hours of duty at the “pile,” we received word that the United States had bombed Afghanistan. This is when reality speaks and you know that in order for the old world to live in freedom, the new world must act. Sept. 11 has evolved to be America’s finest hour, as well as my own.

In late October, two young stockbroker types helped me load my gear onto a subway train as I returned to my civilian career as a community health worker/case manager for the Cattaraugus County Department of Community Service.

The sights and sounds, the backache, the sore feet and the ground zero cough have all faded away, but the smells will always be with me. So that we won’t require another wake-up call, stories of ground zero should be told every Sept. 11 – our Patriots Day. Let there be no further threats of suicidal evil that seek to destroy our freedom and our lives.

Who will bring their souls back from the other side of the world the M.I.A.-P.O.W. “minds” of black and blue souls. When will this nation ever fully understand and appreciate the full and true meaning of “ Peace with Honor” “promised” and feel gratitude for those who served this country. When will the great society of mammon of 6/66 love its veterans as much as we love it. Men who stood on the line of fire, with courage under fire, who walked, ran, flew, crawled, through rings of fire, mountains of fire, with courage and grace under fire of the true blue inner light brigade.

Please help me with the “Cross” I bear- a homeless Vietnam combat veteran baptized under fire (Jesus, Geez-us, GEEZ-U.S.) in dark gallows humor, but it was God’s joke on me to bear the burden of truth and to call a spade a spade- against all odds, one man for a world of peace. He is a reluctant redeemer afraid of letting anyone get close to this dark angel of death; death growing in this dead to the world mind. ( not so f----- beautiful).

This is a love story of a milky white buffalo soldier, (actually a Marine), with gold wings, a silver anchor in his heart, and a wide lead ass. He was a virgin, cherry, enlisted, celestial navigator, call-sign “Basketball”, a tanker, transport, and flare-ship, that spread light on the valleys, mountains, hills, rivers, and plateaus of the many shadows of death thirty-five years ago. He was a son of St. Bonaventure of Allegany Allegro he ny where “he” is in the river, the mountains the foothills and the plateaus where the red fern grew with the yearling yearning for the desiderata of the red pony and the fawn called Bambi a dumbo elephant boy who walked the baby elephant man’s walk in a butt-ugly duckling body who kept forgetting to duck and went daffy.

That was the Allegany where all were equal thirty-five years ago, in the enchanted mountains just north of god’s country. It is not so now. Turned away by my parish, my university, and my motherhouse; even denied work at St. Bonaventure Cemetery. Turned away by my family with notable exceptions, turned away by my entire village and town of my youth for now they all say, “ If you got no money, you’re just no good. Hit the road jack and don’t come back no more, no more.” Even begrudged a glass of water from the American Legion of my father and uncle’s generation. Indifference and apathy were legal and lethal for this homeless Vietnam veteran. My story, my walk through life I now bequeath to my town, which I still love more than it loves me, though it does NOT love me. I bequeath my story in the name of my father, Howard in heaven, how hard he fought for the American way of truth, justice and fair and equitable treatment for all children of the universe. The braveheart milkman of the milky way of the milk of human kindness and the honey sweetness of the super Samaritan. A man called “Bub”. The omega of this son of sam this son of uncle sam is the son of Bub, B.U.B.B. the big ugly beautiful brute. of a weird, strange, imperfect, improper, irregular, different drummers beat , who appreciates the words of Gandhi, Buddha, Krishna, Iroquois, Mohammed, and all those who believe in a truly greater spirit, A GREAT SPIRIT of peace on earth of true honor of e.t. ernal peace of mind.

that just seems to permeate every faith at the upper crust of extreme egotism, the power in any faith corrupts, and the absolute power in any faith, (or NON-faith), corrupts absolutely, even in our own perceived adulterated and defrauded “American” infallibility of blind patriotism without rational reason, (UNDER GOD) and common sense of tolerance for others.

FEAR IS THE PARENT OF CRUELTY, and delusions of the grandeur of a great society of 6/66 privileged royalist Texans above the laws of a fair, just, and equitable nation under a god of the constitution and bill of rights of inalienable rights.

And yet I believe, still, ( and Y-“e.t”.-i), in the “footloose” FOOTPRINTS and foolish footnotes of my Bigfoot yeti abominable 1a bomb-in abel snowman iceman of mice and men. There is always a hope for even the darkest soul (as I am) to redeem by reflection and realization of these truths revealed in one’s life and the revelation of the Bible, partially decode in our unfolding events of today. Remember hope floats from the abyss of the piano and desiderata of civil disobedience of Langston Hughes and Frederick Douglas and my own dreams of a ridiculous man one tin soldier a Saigon bride of miss Saigon a billy jack groom with the impossible dream of a human cannonball blowing in the wind of a woman named cher-is-h.

Now I get the “evil eye” and a glowering sneer and all sorts of strange things have been happening to me and my friends…”They know” I called the VA IG in DC last fall, and I never got an official inquiry back.

My statement was “There are infiltrators inside the wire,” and the guy on the phone in DC didn’t understand what I meant…

The Political Spoils System of local politics has perverted even good people into following lawful? But immoral orders…

There are “posers” and “pretenders” acting as anonymous “Providers” too afraid to even put their name on the door…In our little VACBOC in Olean NY a rural satellite of the Buffalo VAMC, I have witnessed some pretty strange stuff. The VA here used to be, for us, U.S. Veterans. Now it appears to be, “FOR THEM”, whomever THEM is, making a killing off the VA…

In a microcosm, some very strange tempestuous nepotism of the local upstate NYS political party of domination has embedded their people into the VSO slots being gerrymandered by Albany and the NYS Department of Veteran Affairs.

(p.s and note: . Me and the NYS legal liars, legal thieves, and legal cowards do NOT get along anyway.) After I did a sort of one veteran boycott for six months, I finally returned to the PTSD group and sometimes I bring donuts. I later brought a dozen for the staff as a friendly gesture…The frightened receptionist now called a “Medical Support Assistant” hesitantly accepted the dozen donuts with a forced smile but said I shouldn’t do that anymore… I later went back to verify what she said, and she said, and I quote, “We are not allowed to accept gifts of any kind.” That just seemed strange as hell to me, but I let it go…

The Mental Health Association is committed to serving our friends in this community with great ethics and understanding of the population, whether it is our youth, families, or adults or our Country’s Veterans. It is for this reason we are writing you to inform you that effective August 14, 2013, Jeffrey Parsons’ is no longer volunteering with the Mental Health Association in Cattaraugus County. We want it to be further known that he has never been employed by the Mental Health Association and he has been told to discontinue identifying himself with any veterans’ issues and groups associated with this agency, including but not limited to Veterans to Veterans, Veterans to Families and/or any of the projects the groups are involved with or as a one to one advocate for any veteran needing services.

MHACC does have other Peer Veterans who are currently being trained and introduced to the area veterans and agencies and we are looking forward to having them develop a positive and appropriate relationship with the agencies, organizations and representatives of our community. As before, each of thse Peer Veterans are volunteers and will have identification cards that will clearly state as such.

Our mission is to promote mental health and wellness in children, families, and adults through person to person support, advocacy and community education. If you have any questions about the services this agency provides please contact us. We are ready, willing and able to help.

I do not believe she understood all the mitigating and extenuating circumstances surrounding the events leading up to this exceedingly strange letter that was then distributed to many American Legion Posts and VFW's where Jeff Parsons had socialized and advocated for VETERANS...

I for one, personally owe Tammy S. Querns, (Mother Querns as I called her)

a sacred debt for having accepted me as I was, back in 2005 and helped me regain some of my dignity and peace of mind...

How they manipulated her to get her to resign and also sign this strange letter is beyond me, but I just feel that a great injustice was done to Tammy as well as to Jeffrey Parsons...

The words, "Paid Confidential Informant" come to mind, but I have no proof, no evidence, and can only surmise what the truth really is...

thumbsup.gif $30M would pay for a lot of mental health care By Jeff Parsons Special to the Olean Times Herald | Updated Apr 8, 2013 The time has come for the voters and taxpayers of Cattaraugus County to ask for detailed accountability of the reported $30 million surplus in the county budget/treasury. In late 2012 the county’s Department of Mental Health was abolished, with services provided by less-qualified Cattaraugus Community Action employees. Mental health is a long-term, ongoing issue, not a “treat-and-release” affair. As a retired New York state and Cattaraugus County community mental health worker/case manager, as well as a recipient of mental health services, I have witnessed a new face behind the counter upon every visit within the last eight months. Gun control and mental health screenings are now the No. 1 focus of President Obama’s administration and the U.S. Congress. The elimination of career mental health therapists such as Dennis Turner and registered nurse Sandra Van Curen, as well as others, as a supposed “cost-control” measure is in direct violation of New York state’s Taylor Law, which provides for the protection of civil service employees against privatization. County Administrator Jack Searles has been the prime mover behind this action. As a former CSEA board representative and grievance committee chairman, it is my intention to speak before the CSEA membership at the next meeting in May regarding the current lawsuit against Cattaraugus County for the violation of the Taylor Law. I also hope to address the next open meeting of the Cattaraugus County Legislature. Thirty-million dollars is a lot of money and, if it is not being used to lower county property and sales taxes, where is it being held and why? The people of this county deserve visability and accountability of these funds — as soon as possible. Further, the Department of Mental Health should be restored with mental health professionals as soon as possible. Veterans already had their advocate in place

I have been reading the letters to the editor from veterans, and I want to thank the Olean Times Herald for paying attention to us — even though the Cattaraugus County legislators do not.

Many years ago I moved here from Brooklyn. I met with John Sampson, the director of the Veterans Services office at the time, and he helped me with my veterans benefits. Over the years my physical condition worsened, and John was with me, making sure the Veterans Administration gave me the health care I needed. He saved my life.

When he told me four years ago that he was going to retire soon I got really scared, but he told me I would be OK because he was going to train someone to take over.

Almost three years ago John introduced me to Kevin Haynes. Since taking over my case, Kevin has gotten the VA to increase my monthly benefits and I now have enough to survive. He did what he said he was going to do — even though I didn’t think it was possible because I had tried so many times before.

But he did something else as well. Last year, I received a check in the mail and I had no idea where it came from. I was worried that the VA had made a mistake and paid me too much, so I asked John about it. He told me that Kevin had found the money in the New York unclaimed funds — it was my money that New York state was holding because it didn’t know where to find me.

Kevin went the extra mile for me. Mr. Sampson told me Kevin does this for all of the veterans he works with. After that I was sold that he really cares for us, and that is why I am so disgusted by the way he has been treated by the county government.

The Legislature dismissed letters in favor of Mr. Haynes from the American Legion and Veterans of Foreign Wars. I am a veteran of Vietnam, and I won’t go into how badly my brothers and I were treated when we came home because I know you’ve heard it all before. I will tell you that I have never been treated as badly as the Cattaraugus County legislators have treated all of us veterans.

They didn’t spit on me or call me names — they have told me that I do not matter. They have told me that, while they appreciate my service, they do not care that they have put my benefits at risk by giving the director’s job to Steve McCord, who has had nothing to do with veterans affairs, ever.

That job is not a job, it’s a calling that few people are cut out for. It’s a calling that consumes a person and demands a commitment that few have the stamina for. It is a relationship based on trust between us.

Mr. Sampson did not just pluck Kevin Haynes off the street. Kevin knows veterans law better than any lawyer in the county and he is intimately involved in all our cases. In a world of “it’s not what you know but who you know,” Kevin knows who the right people are at the VA to get something done.

Beyond that, Mr. Haynes has taken veterans into his home when they had no place to go and he visits veterans in jail and in the hospitals and nursing homes.

One of my legislators told me that another legislator was upset that his nominee for the Veterans Services job was not chosen — so he stood against Mr. Haynes’ appointment. He made a political issue out of a veterans issue. We have fought too hard for too long to have a local politician to knock us backward because he didn’t get his way.

I am sorry, but I cannot stand by and let one legislator throw a temper tantrum that causes so much harm to veterans.

I hope state Sen. Catharine Young and Assemblyman Joe Giglio’s offices are paying attention.

Vets deserve better from Catt County

I read Neil Lampe’s letter to the editor regarding the appointment of an unqualified man as director of Cattaraugus County Veterans Services, and I agree that the actions of the Cattaraugus County Legislature is an injustice to more than 8,500 veterans in Cattaraugus County.

In fact, the move is injurious to all of us veterans. Shame on the legislators.

They were told by our Legion and VFW commanders who we want to head the only office in the county that serves us, and they blatantly ignored us by appointing a man who will not be able to advocate for us because he is not permitted to do so under federal law and who runs a convenience store for the Seneca Nation.

But, it is not all the fault of the legislators. They were misled and kept in the dark and manipulated by Cattaraugus County Administrator Jack Searles.

The legislators can now legally fix what they did. Mr. Searles knows the requirements of the Federal Law, 38 USC, which stipulates that one must be accredited to perform veterans claims work. He knows this because he was well informed by the recently retired director of Veterans Services, John Sampson.

Mr. Sampson hand-picked, trained, groomed, mentored and secured accreditation for Kevin Haynes to succeed him after retirement. I understand that the recently appointed Steve McCord is not such an individual. He is not qualified. There’s your out, legislators, it’s Jack Searles’ fault.

Fix your innocent mistake, legislators. Recall your resolution appointing Mr. McCord based on the fact that you received bad information, censure Mr. Searles and then appoint the man who thousands of veterans in Cattaraugus County want in the position.

The office serves only veterans; therefore, it stands to reason that only veterans have standing with regard to constituent input. Do the right thing, the smart thing.

Listen to the veteran population; don’t ignore us.
